Domestic Violence and Sexual Assault State Plan Task Force
PURPOSE: To develop a consolidated State plan to ensure coordinated and efficient use of resources to address domestic violence prevention, prosecution and supportive services to victims. The Task Force shall also develop a consolidated State plan to ensure coordinated and efficient use of resources to address sexual assault prevention, prosecution and supportive services to victims. Each plan shall include: (1) outcome goals; (2) identification and prioritization of needs; (3) identification of resources available; (4) gaps in services and resources; (5) methods to ensure coordination and collaboration among State agencies and between agencies and community based organizations; (6) efficiency and effectiveness indicators; (7) a performance based evaluation process for current and potential services; (8) a review of the funding allocation methodology developed by the Department of Economic Security for the domestic violence shelter program; (9) a statewide policy on the subject of the plan; (10) a process to evaluate the systemic response system that includes law enforcement, prosecution, courts, civil legal services, hospitals, physicians, emergency medical services, domestic violence shelters and programs relating to the subject of the plan; (11) an analysis of impacts on tribal nations, rural Arizona and members of traditionally unserved and underserved populations; and (12) a mechanism to facilitate an evaluation of the policy, systems and services related to the subject of the plan. Each planning process shall include: (1) statewide public hearings; (2) facilitation of focus groups, including victims and members of the systemic response system to be conducted in rural, urban and tribal areas; (3) comprehensive research regarding best practices, system evaluation and funding methods; (4) the review and incorporation of existing plans; and (5) recommendations for a standardized method of collection of statistical data from the systemic response system. The consolidated State plan addressing domestic violence shall also include recommendations regarding making misdemeanor domestic violence offenses non-bailable in certain cases. The Task Force shall submit its plans and a report of its findings and recommendations to the President of the Senate, the Speaker of the House of Representatives and the Governor on or before December 31, 2002, and provide a copy of its plans and report to the Secretary of State and the Director of the Arizona State Library, Archives, and Public Records.
